GovtPortal has spent more than twenty years connecting government payments to systems clerks already use. Products named on the site: GovtPortal payments, GovtPermits, GovtSites, GovtPayroll, GovtParks, and ParkPay.

Pricing model: the common offer is no software subscription billed to the municipality. Residents pay a convenience fee that is disclosed before payment, or the council adopts a model where the city absorbs processing. There is no single national convenience-fee rate. The amount is in that city’s agreement.

Payments: guest checkout is supported. Channels include web, counter EMV, kiosk, IVR, and ACH. A hosted web payment page with no custom integration is often ready in 3 to 6 business days after paperwork and branding. Merchant underwriting and third-party interfaces take longer.

Integrations: payments post back through an API or a file when a live connection exists. Otherwise the form is standalone, and the proposal says so. A named billing or permitting integration is stated only when there is a live install. Processing paths include Fiserv and TSYS. The merchant agreement names the path for a given city.

PCI: card numbers are captured on a hosted page or a validated device. The city still administers users, refunds, receipts, and hardware.

Data export: payment reports can be downloaded. Format and retention after notice belong in the contract.

GovtPortal is not the right fit for every city. A city that will not adopt a resident fee and will not budget for absorbed processing, or that can only buy a module from a suite it already standardized on, should decide that before signing.
